David, RTVs are slow. Also takes a while to get the hang of the pedal control. Sometimes I can get a bit more ground speed by coming off the foot pedal just a tad.
A Hand Throttle is a great addition if you operate in hilly terrain. Run the Hand Throttle wide open and then control the HVT with the foot pedal. Improves mine considerably in it's ability to climb hills with any kind of speed and not bog down the engine.

Check the spark arrestor it may be clogged.
Thanks 71..apparently it was removed,, exterior one... and I did remove the plug on the bottom of the muffler and blew a bit of debris at high rpm out weeks ago.
Check the arrestor section in the sticky. It has all the arrestor info on cleaning and removal
