RTV 1100 power steering hydraulic ram orifice

I have considerable SUDT flowing from this hole on the forward face of the steering ram cylinder. At first I thought it was a defect. Now I think it is designed with this. Is this a over pressure relief? Perhaps since it is 0 degrees F when I steer it is generating to much pressure. In the attached pic you can see the orifice that is oval shaped in the lower right of the steering cylinder. I have a 250 watt pan heater on my hydraulic tank. When parked it is warm. It was -20 two days ago. I think these come stock with SUDT. Is this true?

<P mce_keep="true">I'm not aware of any orifice being placed in that cylinder for the purpose of pressure relief. You need to have your dealer look at it.</P>
 
<P mce_keep="true">My dealer is 700 miles away by air. Not an option. I have now confirmed that there are two of these holes. One bottom right, one top left on the cylinder. They both are spewing SUDT. I have a new power steering unit on order.</P>
