If you did not use Kubota filters and more important Kubota's Super UDT Hydro oil that might be the root of your issues. I have no affiliation with Kubota but have seen others on here with the same problem when using non kubota stuff in these machines.Filters changed, oil too. According to measurements, the RTV has the correct pressures (measured in the service), but it has no power.

If you wish to stay within oem spec you are correct. The same engine in other applications will run 3600 at full load and 3800 no load. It is a decision that each has to make for themselves. Just putting the info out. I don't know but i suspect the derated rpm spec is for emissions.
