X1100 downhill acceleration long delay

Hi everyone. I have 3 X1100's where I work. One has recently developed an issue.

When going downhill and hitting the speed governor, the vehicle slows down as expected.
However, it almost comes to a complete stop before I am able to accelerate again.
When applying the throttle, the engine revs but it won't move. It is like someone is holding the brake on. When it almost comes to a complete stop it will suddenly take off.
I tested the other 2 we have and they do not act the same, as soon as they come off the governor speed they will accelerate again.
There are no other issues, it works fine on flat and uphill.

I changed the HST fluid and filters with Kubota filters and super UDT2. I have tried adjusting the linkages as described in other posts here, I didn't notice any adjustment issues. The vehicle rolls freely in neutral. I also jacked it up and spun the wheels, nothing abnormal was found there.

I do not have a service manual. I am not very familiar with what is occuring with these when they govern their speed and how it is supposed to recover. Any insight on the process would be great.

Thanks for the link, I actually did read your thread. I have checked the adjustment of the linkage and it is fine. I did find that when I jacked up the rear and spun the wheels, the right rear axle shaft is binding up. I ordered one and just have not had time to install it yet. When I do I will update. Thanks.
