Less than 50 hrs on the engine. Engine has full rpm's at all time with a hand throttle. Just looses ground speed going up hill

Engine maintains RPM's but it slows down. 3500 hours on this 2007 with rebuilt engine. Will do 25 MPH on the flat. Will not spin tires even in the snow
